Role Purpose


To support development of strategic procurement function for a regional cluster of the British Council (MarketPlace MENA) through maximising efficiency (cost and staff time), delivering compliance and controlling risk. To promote cross-country procurement activities and consider collaboration opportunities in the region. To line manage PO processing teams across the region.


 
To support British Council managers in the region in their procurement activities and enable them to successfully manage risk and be fully accountable for getting value for money in the procurement that they undertake.


Function Overview


The British Council MENA has a centralized procurement function called MarketPlace. MarketPlace serves 17 countries across MENA and is operated out of three hubs Sharjah, Cairo and Rabat, headed up by the Regional Head of Procurement.


The vision is to establish a globally aligned Procurement function, equipped with the necessary skills and tools alongside a clear remit to deliver better value for money. The enhanced Procurement function provides proactive, expert procurement support, allowing the business to focus on their core skills and deliver value in their specialist area.


Procurement has been developing a greater level of engagement with the business units and establishing a strong business partnering approach.


Procurement objective is to deliver improved levels of compliance with corporate procurement policy, including reduced risk of fraud, deliver efficiencies by aggregating spend categories together resulting in tendering large regional contracts.


Qualifications & Experience:




Bachelor Degree in relevant field
Relevant Procurement Qualification is desirable
Fluency in written and spoken English is essential
Demonstratable Experience of managing P2P function for a minimum of 2 years across multiple countries
4 years Working experience on AP workflows, ERP Tools, Oracle or SAP application
Line management experience of managing 5+ team members
Team leader experience in Shared Service Center (SSC) is desirable
Advance procurement knowledge and ability to solve complex procurement issues
Building relationships with internal stakeholders and finding P2P solutions
Analytical, evaluative, with keen attention to detail and the ability to meet deadlines
Ability to coach, manage, align, motivate and develop direct reports
